When Heaven Is Silent: Be Still and Watch Expectantly

Ephesians 2:6 (TPT)
“He raised us up with Christ the exalted One, and we ascended with him into the glorious perfection and authority of the heavenly realm, for we are now co-seated as one with Christ!”
Spiritual authority begins with position. Through our union with Jesus, we have been raised and seated with Him in the heavenly places. We exercise authority from the position He has given us. His victory establishes our position, His Word establishes our jurisdiction, and His name establishes the authority under which we speak.
The believer’s voice carries authority through agreement with God. Scripture reveals a progression in the exercise of that authority. In agreement with the Word of God, we:
- Declare what God has said.
- Decree what God has determined.
- Legislate according to what God has established.
The pattern begins in Heaven and moves toward earth. God speaks, we hear, and we come into agreement with His Word. From that place of agreement, we declare, decree, and legislate, exercising the authority He has entrusted to us.
Seated With Christ
Ephesians 1:20-21 (LSB)
“Which He worked in Christ, by raising Him from the dead and seating Him at His right hand in the heavenly places, far above all rule and authority and power and dominion, and every name that is named, not only in this age but also in the one to come.”
Yeshua is seated above every rule, authority, power, and dominion. The Bible says that we are co-seated with Him (Ephesians 2:6). This establishes our governmental position from which spiritual warfare can take place.
We are joined to Christ and exercise authority under His Lordship. The authority belongs to Him, originates with Him, and is exercised through agreement with Him. Before we speak, we establish our position: we are in Christ.
Speak What God Has Spoken
Isaiah 55:11 (LSB)
“So will My word be which goes forth from My mouth; It will not return to Me empty, Without accomplishing what pleases Me, And without succeeding in the matter for which I sent it.”
The foundation for declaration is the Word God has already spoken. A biblical declaration brings our voice into agreement with His voice. When God has spoken concerning His character, covenant, promises, purposes, and Kingdom, we can confidently speak His Word into the circumstances before us.
Hebrews 4:12 describes the Word of God as “sharper than any two-edged sword.” The Greek word translated “two-edged” is distomos, literally “two-mouthed.” This gives us a powerful picture of agreement: the Word proceeds from the mouth of God, and we give voice to that same Word in the earth. God speaks, we believe, and therefore we speak.
Declaration says, “This is what God has said.” The written Word establishes the jurisdiction of our declaration.
Declare
2 Corinthians 4:13 (LSB)
“But having the same spirit of faith, according to what is written, ‘I BELIEVED, THEREFORE I SPOKE,’ we also believe, therefore we also speak.”
Declaration gives voice to our agreement with what God has spoken. We believe what is written, therefore we speak. We declare His Word over our lives, families, homes, assignments, and circumstances. We proclaim His truth where lies have been spoken, His promises in the face of circumstances that contradict His Word, and the finished work of Yeshua where the enemy attempts to establish accusation, fear, bondage, or defeat.
Psalm 2:7 reveals the biblical pattern: “I will declare the decree: The LORD has said to Me…” The decree proceeds from God and is then declared. Declaration is agreement spoken aloud. God has spoken. I believe. Therefore I declare.
The Authority of the Tongue
Proverbs 18:21 (LSB)
“Death and life are in the power of the tongue, And those who love it will eat its fruit.”
Words produce fruit. Throughout Scripture, God’s people are instructed to speak, proclaim, confess, testify, bless, command, and declare. Our mouths become instruments of agreement as we fill them with what Heaven has established. The tongue becomes an instrument through which faith is expressed and God’s Word is proclaimed.
Decree
Isaiah 46:10 (LSB)
“Declaring the end from the beginning, And from ancient times things which have not been done, Saying, ‘My counsel will be established, And I will accomplish all My good pleasure.’”
A decree carries the idea of something determined or established. God possesses ultimate decretive authority. His counsel stands, His purposes are established, and His Word governs creation. Our decrees flow from agreement with what He has determined. We take what Heaven has established and speak it specifically into the territory and circumstances entrusted to us.
Declaration says, “God has said.” Decree says, “According to His Word, this is what God has established.” We decree according to Scripture, from covenant, and under the Lordship of Yeshua, speaking in agreement with the character, purposes, and revealed will of God.
The King’s Authority
Matthew 28:18 (LSB)
“And Jesus came up and spoke to them, saying, ‘All authority has been given to Me in heaven and on earth.’”
Kingdom authority flows from the King. Yeshua possesses all authority in Heaven and on earth, and every legitimate exercise of Kingdom authority proceeds from Him. We speak under His authority as representatives of His Kingdom, carrying authority through agreement with the King we represent.
The Keys of the Kingdom
Matthew 16:19 (LSB)
“I will give you the keys of the kingdom of heaven; and whatever you bind on earth shall have been bound in heaven, and whatever you loose on earth shall have been loosed in heaven.”
Yeshua gives His people keys, representing delegated Kingdom authority. Binding and loosing carry the governmental language of permitting and forbidding according to Heaven’s established order. Heaven establishes the order, we discern what Heaven has established, and we exercise the authority entrusted to us in agreement with it.
Matthew 18:18 repeats this pattern: “whatever you bind on earth shall have been bound in heaven; and whatever you loose on earth shall have been loosed in heaven.” We bind what Heaven has bound and loose what Heaven has loosed, exercising delegated authority within the jurisdiction God has entrusted to us. Here declaration and decree move into governmental action.
Legislate
Isaiah 33:22 (LSB)
“For Yahweh is our judge, Yahweh is our lawgiver, Yahweh is our king; He will save us.”
Yahweh is Judge, Lawgiver, and King. All Kingdom government originates with Him. Spiritual legislation is the exercise of delegated authority according to the government of God, establishing agreement with His Word within the jurisdiction He has entrusted to us.
Through the keys of the Kingdom, we participate in establishing Heaven’s order. We establish boundaries, close and open doors within our entrusted jurisdiction, bind and loose according to Heaven’s government, and govern our stewardship under the authority of the King.
Establishing Jurisdiction
Psalm 115:16 (LSB)
“The heavens are the heavens of Yahweh, But the earth He has given to the sons of men.”
Authority carries jurisdiction. God entrusts people with stewardship, giving responsibility for households, assignments, ministries, resources, relationships, communities, institutions, public service, and spheres of influence.
Throughout Scripture, God positions His people within kingdoms and systems of government, giving them influence and responsibility within the places they have been assigned. Joseph served in Egypt, Daniel served within successive kingdoms, Esther carried influence within the royal court, and Nehemiah served the king before being commissioned to govern Jerusalem.
Authority is exercised faithfully within the jurisdiction and responsibility God has entrusted to us.
The Authority to Forbid Access
Psalm 91:10 (NKJV)
“No evil shall befall you, Nor shall any plague come near your dwelling.”
Covenant establishes boundaries. When God has established something in His Word, we can stand upon His Word and bring our voice into agreement with it.
- We declare: “This dwelling belongs to the Lord.”
- We decree: “According to the Word of God, evil has no permitted place within this dwelling.”
- We legislate: “Under the authority of Yeshua and according to His Word, every access point given to darkness is closed, and this household is consecrated to the Lord.”
The progression moves from truth, to specific application, to the exercise of delegated authority.
Execute What Is Written
Psalm 149:6, 9 (LSB)
“Let the exaltations of God be in their throats, And a two-edged sword in their hand… To execute on them the judgment written; This is the majesty of all His holy ones…”
The phrase is significant: “the judgment written.” The authority exercised by God’s people remains anchored in what God has established. Scripture provides the foundation for what we declare, decree, and enforce within our entrusted jurisdiction.
Yeshua demonstrated the centrality of the written Word when He confronted Satan in the wilderness: “It is written” (Matthew 4:4). Scripture gives substance to the words we speak. The Word is our foundation, the blood of Yeshua establishes covenant, the name of Yeshua carries His authority, our union with Christ establishes our position, and the Holy Spirit gives discernment concerning application.
Heaven’s Will in the Earth

“Your kingdom come. Your will be done, On earth as it is in heaven.”
This is the governing objective: on earth as it is in Heaven. We declare what Heaven says, decree what Heaven has established, and legislate according to Heaven’s government. Our voice comes into agreement with the throne, our authority remains under the King, and our stewardship brings the territory entrusted to us into increasing agreement with the Kingdom of God.
Steward the Authority
Matthew 25:21 (NKJV)
“Well done, good and faithful servant; you were faithful over a few things, I will make you ruler over many things…”
Authority is entrusted stewardship. Yeshua has given His people His Word, His name, His Spirit, His armor, the keys of the Kingdom, and delegated authority. Faithfulness calls us to steward what He has placed in our hands.
Learn what God has said. Know your position in Christ and the jurisdiction He has entrusted to you. Declare His Word. Decree in agreement with His purposes. Exercise the keys of the Kingdom. Bind what Heaven has bound and loose what Heaven has loosed. Establish covenant boundaries and stand in faith until what God has spoken becomes visible within the territory He has entrusted to you.
Bring your voice into agreement with the King. Steward faithfully what He has placed in your hands, and exercise the authority Yeshua has entrusted to you.
